Why when we surf using the 3G network, the speeds are way below what are published or advertised?

The 3g network for instance is supposed to have a maximum of 384 KBps but we usually get less than 1/3 that speed, sometimes worse than dial up.

The 3G signal in the area I am in is very strong (with full bars in fact).

3G is pretty location dependent much like phone signal. It may say full strength but it may not be despite that. I’d try in other places & see if its improves or not
